Online vape marketing in the Philippines uses tactics that mirror strategies known to attract teenagers, according to new research from the Institute for Global Tobacco Control at Johns Hopkins Bloomberg School of Public Health.
The findings point to continued gaps in the country’s regulatory framework three years after the minimum age for purchasing e-cigarettes and heated tobacco products was lowered to 18.
The study assesses industry practices following the passage of the Vape Law in 2022, which legalized previously restricted flavors and allowed online sales while prohibiting advertising that explicitly uses descriptors appealing to minors.
Researchers found that brand websites and social media channels continue to rely on techniques commonly associated with youth targeting, raising questions about enforcement and the effectiveness of existing rules.
An audit of 12 e-cigarette and three heated tobacco product websites showed universal use of flavor descriptors in product names, promotional discounts, and health-related claims that position vaping as a safer alternative to smoking.
Most sites included imagery or descriptions highlighting taste, aroma, or sensory experience, and two-thirds featured themes linked to femininity.
Researchers noted that these approaches mirror global patterns that make flavored nicotine products appealing to younger audiences. They also warned that online platforms remain a key gap in oversight, given the ease with which promotional content reaches underage users.
A separate review of 5,501 social media posts published by leading brands found that youth-centric elements such as emoticons, animated characters, and party imagery were widespread.
More than half of posts carried no health warning, and over one-third omitted any age restriction. The findings suggest persistent compliance failures across platforms including Facebook, TikTok, YouTube, and Instagram.
Advocacy groups argue the evidence supports tighter controls on flavors and digital marketing, along with broader restrictions on the online presence of vape brands.
Policy options under discussion include a comprehensive national advertising ban and potential penalties for individuals or companies that post promotional vape content.

More than just a festival, Fire Fest is a groundbreaking fusion of six powerhouse communities, uniting their shared passions under one roof for a spectacular celebration of all things hot, smoky, flavorful, and homegrown.
Born from the humble beginnings of a single chili festival, which the Philippine Chili Federation (PCF) has headed and organized for the past 7 years, Fire Fest has grown into a phenomenon. This marks the first time other communities are joining to create a bigger festival with the same vision—a veritable “one-stop-shop” for enthusiasts, entrepreneurs, and families alike.
As Ponchit Ponce Enrile, President of the Philippine Chili Federation (PCF), passionately declared, “This is just the start of something big for all communities in Fire Fest. We are like-minded people who share the same passion in each of our crafts.”
The Four Elements of Fire, United Under One Big Festival
Fire Fest 2025 is an immersive experience, divided into four distinct halls, each representing a different elemental aspect of fire and fueled by the energy of the communities. Guests are invited to journey through two expansive indoor halls and two exhilarating open-air spaces.
HEAT: The Heart of the Flame
Step into the indoor HEAT hall, where the legendary Chili Fest 8 rages on. This is where it all began for the Philippine Chili Federation, an organization that has grown from a small group to a bustling community of over 45,000 members. “When we were starting, competitions would run not exceeding 30
participants, now it reaches beyond 1,000 participants,” shared Ponchit Ponce Enrile. This year, the festival has reached international acclaim by becoming part of the prestigious International League of Fire.
Prepare for the ultimate test of courage with the iconic “Matira Matibay”—a challenge that gets hotter and hotter, pushing participants to their limits—and gut-wrenching pod-eating challenges featuring the fiery Carolina Reapers and Ghost Peppers.
For those who prefer to taste the heat without the challenge, the famous Table of Fire awaits—a long buffet table featuring over 200 hot sauces, spicy condiments, and chili products from Luzon, Visayas, and Mindanao that is completely free to sample.
“If you try the local hot sauces here in the Philippines, it’s mind blowing. Tayo lang ang may sawsawan culture sa buong mundo,” Ponchit Ponce Enrile shared. “It’s been 11 years that we’re doing this and we’re fighting for these communities. The festival is a benefit to all the small businesses that produce products in the Philippines.” Attendees will also get a glimpse of the Fiery Cup, the largest private hot sauce judging event in Asia, which had close to 500 entries in 2023.

In the second indoor hall, SPARK comes to life, ignited by the passion of Sarap Pilipinas. This community proudly showcases the best of Filipino culture, heritage, and artisan crafts. It’s not just about food; it’s about everything that is “masarap” about the Philippines. Here, guests can witness the inaugural Chili Cocktail Cup led by the celebrated Chef Kalel Demetrio of Liquido Maestro. The hall will also highlight a local “mambabatok,” Ammin Acha-ur from Benguet, connecting attendees to a deeper sense of Filipino heritage.
Gwen Roque, co-founder of Sarap Pilipinas, noted, “Our focus is on the vendors and exhibitors that are MSMEs or backyard businesses. Malaking bagay i-showcase more of these products to help these small businesses put out their brands out there… All communities in Fire Fest are coming in full circle highlighting each and everyone’s products which we are all proud of.”
SMOKE: The Sizzly and Fizzy Side
Step into the open-air SMOKE hall, a carnivore’s and connoisseur’s dream brought to you by the Pitmasters Club of the Philippines (PCP) and the Philippine Craft Brewers Association (PCBA). Julius Mercado, Admin Officer for PCP, enthusiastically declared, “We will set the event literally on fire! Lots of fire, lots of smoke, lots of meat.” He promises mouthwatering Texas BBQ, and this year, a barbecue hot sauce category will be included in the Fiery Cup, a collaboration with the Philippine Hot Sauce Club.
The PCBA, with over 40 brewers, will be on hand to offer the perfect cold craft beer to quench the fiery heat. As PCBA President Fred Calope remarked, “When you eat the mouthwatering BBQ plus the hot & spicy food, you need to quench your thirst with our craft beers. That’s what we are here for.” Calope also emphasized the homegrown nature of the product, stating, “It is hard work, blood, sweat, and tears. Locally brewed… Dito sa atin, sad to say ang pinopromote natin ang mga bagay na nanggaling elsewhere… Pero sana tangkilikin rin natin ang sariling atin.”
This hall will also feature the Pinoy Prepper Bazaar, which ties the fun of barbecue and camping with a serious mission: promoting disaster preparedness. According to Pinoy Prepper founder Miko Tetangco, “BBQ & beer is a big part of the camping community. We are trying to tie in everything with their communities to have disaster preparedness. We should not just be resilient… Kailangan prepared tayo lagi.”
AIR: The Fanged & Fearless Garden
Breathe in the fresh air and marvel at the beauty in the final open-air hall, AIR, hosted by Horti Filipina. This community, joining the festival for the first time, brings a unique plant competition with the theme “Fanged & Fearless,” perfectly timed to coincide with the chili-loving crowd. Horti Filipina aims to promote endemic plants and local hybrids through engaging lectures and a stunning display of flora with thorns—a “tongue-tied” connection to the vampire-like toughness of the chili people.
A Vision for the Future: Supporting Local and Unleashing Tourism
Fire Fest is more than a commercial endeavor; it is a movement to elevate local products and support small and medium-sized enterprises (SMEs). All communities involved are “ninja production” businesses, as Ponchit Ponce Enrile puts it, and this festival is a chance to showcase their incredible hard work. The festival has already caught the eye of media professionals, with an invited media representative noting, “I saw the view from food, culture, bbq, hot sauce, plants… a huge event that should be supported.”
The organizers are making a call to action for media and government agencies to help promote these local brands. As Fred Calope of PCBA said, “We are here to ask for help, and you’re there to give help. Please support us!”
