Developers Quietly Rewriting the Rules of Homeownership

The Subdivision and Housing Developers Association (SHDA) renewed its call for inclusive and people-centered housing strategies during its 33rd National Developers Convention held October 9–10, 2025, at the Makati Shangri-La Hotel.
Gathering more than 400 leaders from government, real estate, and finance, the event focused on strengthening partnerships under the government’s Pambansang Pabahay Para sa Pilipino Program (4PH).
Themed “Recalibrate: Upgrading Housing Strategies for a Better Tomorrow,” it emphasized collaboration with the Department of Human Settlements and Urban Development (DHSUD) in advancing affordable and sustainable housing.
SHDA President Francis Richmond Villegas said the 4PH program provides a chance for developers to deliver more homes efficiently while achieving social impact.
DHSUD Senior Undersecretary Sharon Faith Paquiz echoed the call for public-private cooperation to accelerate the construction of safe and resilient homes.
Panel discussions tackled policy reforms aligned with DHSUD’s 8-Point Housing Agenda, the integration of Environmental, Social, and Governance (ESG) principles, and the role of women in real estate leadership.
SHDA reaffirmed its “Essential Few” policy priorities, including expanded 4PH participation, streamlined permits, and stronger housing incentives to modernize systems and cut costs.
The group underscored that building inclusive, climate-resilient communities requires cross-industry collaboration and people-centered development.
