Iloilo City has won its third Most Business-Friendly Local Government Unit (LGU) award in four years from the Philippine Chamber of Commerce and Industry (PCCI), earning a place in the award’s Hall of Fame.
Mayor Raisa Treñas received the award in the highly urbanized city category, or City Level 1B, during the awarding ceremony at the Manila Hotel. Iloilo City previously won the award in 2023 and 2025.
Iloilo City joined Bataan, Quezon City, Tanay (Rizal), and Tagbilaran City as one of only five LGUs to earn the Hall of Fame distinction.
Treñas dedicated the award to the businesses, investors, micro, small, and medium enterprises (MSMEs), business organizations, and others contributing to the growth of Iloilo City’s economy.
“Thank you PCCI for this honor. This award belongs to every Ilonggo entrepreneur, MSME, investor, worker, and partner who continues to believe in Iloilo,” Treñas said in a Facebook post.
“This award is especially close to my heart because supporting businesses, particularly our MSMEs, has always been personal to me. I know what it is like to start and run a small business, its challenges, the risks, and the determination it takes to keep going,” she added.
According to Treñas, her administration has focused on institutionalizing programs that provide businesses and entrepreneurs with the support they need.
Among these are the proposed Nano Enterprise Incentives Ordinance, the institutionalization of the Negosyo Development Academy, the Nano Food Truck Ordinance, and startup development programs aimed at strengthening support for entrepreneurs.
“We will continue creating and strengthening programs that help our MSMEs and entrepreneurs start, grow, innovate, and create more opportunities for our people,” she assured MSMEs, adding “Padayon kita. Iloilo City means business.”
Treñas recently showcased Iloilo City’s developmental gains and resilience on the global stage at the 10th World Cities Summit in Singapore, where she participated in the summit’s Mayors Forum, including the “Re-thinking Urban Energy Transition” plenary.
During the forum, she joined other mayors and city leaders from around the world in discussing pressing urban challenges and sharing policies and best practices for building more sustainable, resilient, and future-ready cities.
“The summit was a “meaningful reminder that beyond policies and plans, what truly matters is how we turn these into real improvements in the daily lives of our communities, and I carry this perspective with me for Iloilo City and the Ilonggos we serve,” she said.
She also represented the Philippines as the only Filipino local chief executive to participate in the International Disaster Resilience Leaders Forum (IDRLF) 2026, held in Incheon, Republic of Korea, from Sept. 7 to 8.
Treñas shared the Iloilo City Action and Resilience (ICARe) Centers during the City Networking Event, joining other presenters from Bangladesh, India, Indonesia, South Korea, and Thailand.
“During the City Networking Event, I shared about Iloilo City Action and Resilience (ICARe) Centers, together with presenters and officials from other countries, highlighting our experiences and best practices on disaster risk reduction, including innovative approaches, partnerships, capacity-building strategies, and technologies that can strengthen resilience at the local level,” Treñas said in a Facebook post.
Iloilo City currently has nine operational ICARe facilities, which have evolved beyond emergency response centers into a network of resilience learning hubs where government, communities, the private sector, and other stakeholders come together to learn, plan, and take collective action.

“Thank you PCCI for this honor. This award belongs to every Ilonggo entrepreneur, MSME, investor, worker, and partner who continues to believe in Iloilo,” pahayag ni Treñas sa isang Facebook post.
“This award is especially close to my heart because supporting businesses, particularly our MSMEs, has always been personal to me. I know what it is like to start and run a small business, its challenges, the risks, and the determination it takes to keep going,” dagdag niya.
“We will continue creating and strengthening programs that help our MSMEs and entrepreneurs start, grow, innovate, and create more opportunities for our people,” pagtitiyak niya sa mga MSME, sabay dugtong ng “Padayon kita. Iloilo City means business.”
“The summit was a “meaningful reminder that beyond policies and plans, what truly matters is how we turn these into real improvements in the daily lives of our communities, and I carry this perspective with me for Iloilo City and the Ilonggos we serve,” wika niya
“During the City Networking Event, I shared about Iloilo City Action and Resilience (ICARe) Centers, together with presenters and officials from other countries, highlighting our experiences and best practices on disaster risk reduction, including innovative approaches, partnerships, capacity-building strategies, and technologies that can strengthen resilience at the local level,” sabi ni Treñas sa isang Facebook post.
