Is it time to join the Interruptible Load Program?

As the dry season approaches, the Department of Energy (DOE) and the Manila Electric Company (Meralco) are urging more companies to join the Interruptible Load Program (ILP) to ensure power supply sufficiency in the Luzon Grid.

The ILP, a voluntary and demand-side management program, has been implemented 27 times in the Meralco franchise area since 2014, with significant success in avoiding rotating power interruptions.

In a recent webinar organized by Meralco for its enterprise customers, Irma C. Exconde, DOE Director of the Electric Power Industry Management Bureau, emphasized the importance of the ILP in achieving continuous power supply. She called on companies to participate in the program and contribute to the solution to power supply challenges.

The ILP is a collaborative effort between the government and big power consumers, who temporarily de-load from the grid and use their own generating units or reduce their operations when there is insufficient power supply. This program has proven to be highly critical in avoiding power interruptions, especially during the recent Red Alert status of the Luzon Grid.

Last week alone, the ILP successfully spared around 1.9 million households from power interruptions, highlighting the significant impact of the program. Meralco Vice President and Head of Utility Economics, Lawrence S. Fernandez, emphasized the importance of “Bayanihan” or community spirit in mitigating the impact of El Niño on the power sector.

Meralco Vice President and Head for Enterprise and National Government, Ma. Cecilia M. Domingo, further emphasized the beneficial outcome of the support of commercial and industrial customers enrolled in the program. The active participation of ILP participants in the Meralco franchise area has greatly helped relieve pressure from the power grid, sparing thousands of small businesses and households from rotating power interruptions.

As of April 2024, the total capacity available for de-loading in Meralco’s area is more than 500 MW from more than 100 companies. Meralco is proactively engaging more customers to increase the available de-loading capacity under the program.

The ILP is a testament to the power of collaboration and innovation in addressing power supply challenges. According to a report by the International Energy Agency (IEA), demand-side management programs like the ILP are becoming increasingly important in managing power supply and demand. The report states that these programs can help reduce peak demand, increase energy efficiency, and improve the flexibility of power systems.

In the Philippines, the power sector has been facing significant challenges due to the impact of El Niño, which has led to a decrease in hydroelectric power generation. According to the DOE, the power supply situation in the Luzon Grid is expected to remain critical in the coming months due to the decreased power supply from hydroelectric power plants.

The ILP is a proactive measure to address these challenges and ensure power supply sufficiency throughout the dry season. The program is also in line with the DOE’s goal of increasing the share of renewable energy in the power mix.
