Cayetano Passes Laws, Prays Hard, and Hopes Nobody Notices the Bridge Collapse

Senator Alan Peter Cayetano concluded the 19th Congress by highlighting his legislative output, focusing on digital governance, disaster resilience, and education reforms.
He filed 45 bills, authored 28, and sponsored 20, with three already enacted into law, including the PHIVOLCS Modernization Act aimed at boosting seismic monitoring and disaster preparedness.
Five more bills, including the Konektadong Pinoy Act, the E-Governance Act, and a law on nuclear safety, have been ratified by Congress and await the President’s signature.
As chair of the Senate education committee, Cayetano championed reforms in public school leadership, TESDA center expansion, and SUC upgrades, with two laws enacted and 11 more ready for bicameral action.
He also filed 20 Senate resolutions, notably Senate Resolution No. 1322, which led to the Blue Ribbon probe into the collapse of the P1-billion Cabagan-Sta. Maria Bridge.
Hearings on the incident exposed major design and construction defects, raising broader concerns about accountability in public infrastructure projects.
Cayetano opened and closed the Congress with prayers, calling for wisdom and unity amid economic struggles and legislative challenges.
His term continues until 2028, with education, governance, and economic equity expected to remain at the core of his legislative agenda.
