How skyrocketing electricity rates are fueling a Philippine rooftop solar boom

·

Surging electricity rates across the Philippines have ignited an unprecedented rush toward rooftop solar, driving customer inquiries up by an average of 582% and weekly installations up 170%.

Driven by rising global fuel costs following the Gulf conflict in late February, median Filipino households now spend approximately 12% of their monthly income on power.

To cope, residents and business owners are turning to solar power to slash their monthly bills, accelerating a record influx of clean energy equipment.

A June 2026 report from Reuters showed that the Philippines imported $407 million worth of solar panels from China between March and May—a massive 145% year-on-year increase.

Data from 2025 by the Institute for Climate and Sustainable Cities indicates that small-scale residential systems (under 100 kilowatts) account for 245 megawatts of the nation’s total 1,846-megawatt solar capacity, with residential setups currently outpacing commercial installations.

When Meralco’s electricity rates hit ₱14.5 per kilowatt-hour (kWh) in June, an average household rooftop system could pay for itself in roughly three years. Rates have since climbed to nearly ₱15.1 per kWh, marking a 16% rise since January.

Despite the record demand, a severe financial divide prevents lower-income citizens from accessing the same savings.

Key Financial Barriers to Solar Adoption

  • High Capital Requirements: Single solar units for basic devices cost ₱4,000–₱6,000 ($63–$94), while grid-connected starter systems cost at least ₱114,000—prohibitive figures against the national daily minimum wage of ₱510.
  • Financing Exclusions: Private bank loans require tax returns and continuous employment, excluding informal and contractual workers.
  • Restrictive Government Programs: State loans via Pag-IBIG demand two years of continuous savings contributions and formal income proof, while other state options are limited to government employees and retirees.
  • Permitting Delays: Administrative hurdles, such as lot titles and tax declarations, alongside long wait times for net-metering approvals, stall home integration.

“Investing in a home solar system is one of the most effective ways to take control of your family’s monthly budget for years to come. Even though the upfront cost can feel like a commitment upfront, accessible financing plans and flexible payment terms are making it easier than ever for households to unlock these permanent energy savings without straining their finances,” said George Rioveros, technical consultant at GEO Solar Energy Solutions.

The disparity is particularly stark in urban poor communities across Metro Manila, where average monthly earnings hover near ₱15,000 ($235), and electricity expenses often consume up to 20% of household income.

Advocates point to recent policy changes as potential starting points for broader access.

A recent move by the Department of Energy allowing “micro-solar systems” under 1 kilowatt without building or environmental permits offers a viable entry point.

“This DOE policy shift finally gives budget-conscious families a realistic, low-risk entry point into renewable energy. You no longer need to shell out hundreds of thousands of pesos upfront to see real bill relief—households can now start small with basic, plug-and-play panels and gradually build up their energy independence over time,” Rioveros concluded.
