President Donald Trump announced Sunday the official creation of the Super Intelligence Force, a federal task force chaired by Director of National Intelligence Jay Clayton that will lead national strategy and oversight for artificial intelligence.

The initiative formalizes a policy framework Trump outlined in September, when he pledged to appoint an “AI czar” and form a specialized federal panel to oversee technological development.

Writing Sunday morning on his Truth Social platform, Trump outlined the overarching mission of the new federal body.

“The Super Intelligence Force is tasked with coordinating the effort of the Federal Government to ensure that America continues to lead the World in Super Intelligence, which many say is bigger than the Industrial Revolution, and the Internet, and will protect the interests, and improve the lives, of all Americans,” Trump said.

Leadership and Structure

The panel places Clayton at the helm as the administration’s primary chief for AI policy. Serving alongside Clayton as vice chairs are three prominent administration officials:

  • Andrew Ferguson, Chair of the Federal Trade Commission
  • Emil Michael, Undersecretary of War for Research and Engineering
  • Scott Kupor, Director of the Office of Personnel Management

The administrative structure follows an executive order signed by Trump seeking to rebrand artificial intelligence as “super intelligence.” The nomenclature was adopted by major tech executives who gathered at the White House earlier this week to sign a non-binding safety agreement, despite a notable typographical error in the pledge document.

Mandate and Strategic Goals

The Super Intelligence Force operates under a directive to submit a formal evaluation of artificial intelligence within 120 days. The mandate requires the group to deliver a comprehensive report detailing both the national security risks and economic opportunities tied to advanced algorithms.

According to its official charter, the group will “develop plans for responding to SI-enabled threats to our society, while preventing overregulation and regulatory capture that would stifle innovation and competition.”

The panel’s strategic emphasis centers heavily on global competitiveness. Addressing the necessity of swift domestic development, Clayton warned against falling behind international competitors such as China, emphasizing that one of the single greatest hazards in the sector is “not being first.”
