
The Cybercrime Investigation and Coordinating Center (CICC) and credit reporting agency CIBI Information Inc. have formed a strategic alliance to strengthen defenses against cybercrime and financial fraud across the Philippines.
Signed through a memorandum of understanding (MOU) at the ASEAN Tech Summit 2026, the partnership establishes a mechanism to integrate legally shareable public records into the Fraud Intelligence Data Sharing (FIDS) Network.
The FIDS Network—an initiative established by CIBI and Fintech Alliance.PH—allows financial institutions to pool intelligence, detect suspicious patterns, and preemptively halt cyber threats.
The signing was led by CIBI President and CEO Pia Arellano, CICC Executive Director USEC Renato “Aboy” Paraiso, and Fintech Alliance PH Founding Chairman Lito Villanueva.
The initiative arrives during a period of rapid expansion in the nation’s digital economy. Bangko Sentral ng Pilipinas (BSP) estimates indicate that approximately ₱15 trillion in credit flows through the Philippine banking system, highlighting the urgent need for cross-sector intelligence sharing to protect consumers and lenders alike.
“Fraud is no longer an isolated challenge that institutions can address on their own,” said Pia Arellano, President and CEO of CIBI. “Threats today move across multiple platforms, organizations, and industries. Closer collaboration among financial institutions, regulators, and law enforcement agencies is essential to strengthening the country’s ability to prevent fraud before losses occur.”
Unlike traditional security models that rely solely on in-house data, the FIDS Network functions as a centralized intelligence pool. Integrating public-sector information broadens the scope and precision of the platform, giving institutions real-time visibility into systemic threats.
Key developments of the intelligence-sharing agreement:
- Cross-sector integration: Links public records with private financial data to track cybercrime across multiple platforms.
- Proactive threat detection: Identifies synthetic identities, unauthorized account activity, and emerging fraud vectors before financial loss occurs.
- Operational risk mitigation: Enhances credit decisioning and risk management for participating institutions.
- Ecosystem resilience: Strengthens overall public trust in digital financial services and electronic banking.
“FIDS was designed to help institutions integrate fraud intelligence into their decision-making processes so they can identify synthetic identities, suspicious activities, and other emerging threats more effectively,” Arellano said during the ASEAN Tech Summit 2026. “Strengthening the flow of information across the ecosystem enables organizations to make better decisions while protecting the people and businesses they serve.”
CIBI expects participation in the FIDS Network to grow as more public and private entities seek to integrate collective fraud intelligence into their core operations.
